Hoy No Circula in Mexico City for foreign and local plates
Under the regular Hoy No Circula schedule, cars with hologram 1 or 2 cannot drive on their assigned weekday from 5 am to 10 pm, with additional Saturday restrictions. Foreign or out-of-state plates without a recognized hologram or applicable exemption also face weekday morning restrictions.

Identify your emissions hologram.
Check your latest emissions test sticker, called a hologram. Recognized, valid «Exento» (Exempt), 00 and 0 holograms are exempt from the regular schedule. Holograms 1 and 2 have restrictions. Open SEDEMA's page to check the program and its exemptions.

Match your plate to its weekday.
For cars subject to the weekday restriction, use the last numerical digit of the plate: 5 or 6 means Monday (yellow sticker); 7 or 8 Tuesday (pink); 3 or 4 Wednesday (red); 1 or 2 Thursday (green); 9 or 0 Friday (blue). The restriction runs from 5 am to 10 pm.

Check the Saturday rule.
With hologram 1, odd plate numbers cannot drive on the first and third Saturdays of the month; even numbers cannot drive on the second and fourth. With hologram 2, cars cannot drive on any Saturday. The restricted hours are 5 am to 10 pm.

Apply the extra rule for foreign plates.
Without a recognized hologram or applicable exemption, foreign and out-of-state cars cannot drive on their assigned weekday or on any Saturday from 5 am to 10 pm. They also cannot drive Monday to Friday from 5 am to 11 am. A plate from another state does not automatically mean this rule applies; recognized emissions holograms and exemptions matter.

Check whether you qualify for a tourist pass.
The official portal offers a «Pase Turístico Metropolitano» (Metropolitan tourist pass) for eligible private gasoline or gas vehicles from model year 2009 onward, including foreign plates. It allows up to 14 days per semester. Plates from CDMX, Estado de México, Hidalgo, Morelos, Puebla, Querétaro and Tlaxcala are excluded. Select «Iniciar» (Start), sign in with Llave CDMX Expediente, associate your plate and choose the dates. Download, print and place the documents in the vehicle.

Check for an environmental contingency before driving.
During an air pollution contingency, follow the CAMe announcement rather than relying only on the regular calendar. Additional restrictions can apply, including to holograms 00 and 0. The tourist pass is not valid on contingency days.

The official Valley of Mexico guide covers all 16 Mexico City boroughs and 18 municipalities in Estado de México. The regular calendar does not replace the separate rules announced for an environmental contingency.
Frequently asked questions
Does Hoy No Circula apply to cars with US or Canadian plates?
Yes. The CDMX decree explicitly includes vehicles registered abroad. Without a recognized hologram or applicable exemption, follow the foreign-plate restrictions above. Check the tourist pass portal for eligibility.
Can I drive on Sundays?
The regular program applies Monday to Saturday. Still check for a CAMe environmental contingency announcement before driving on Sunday.
Are electric and hybrid vehicles exempt?
SEDEMA lists electric vehicles and category I and II gasoline-electric hybrids among the exemptions. Do not assume that every vehicle marketed as a hybrid qualifies; check the official classification and any contingency announcement.
Does the tourist pass work during an environmental contingency?
No. The official tourist pass portal says it is not valid on contingency days.
