How to apply for permanent residency in Mexico
Permanent residence permits an indefinite stay in Mexico. Your route may start at a Mexican consulate abroad or, if you qualify for a change of status, at the INM inside Mexico.

Choose the route that matches your current status.
Retirees applying from abroad can use the consular permanent residence route based on financial solvency. Inside Mexico, the INM lists a change from temporary residence after four years, a route for qualifying retired temporary residents, and specific family routes. These require an application; approval is not automatic.

Use the consular checklist if applying from abroad.
Read «Requisitos» (Requirements) in the linked San Diego 2026 retirement checklist. It lists the visa application, passport and copies, photograph, proof of lawful stay in the United States, and financial documents. Check your own consulate’s checklist and appointment procedure. Attend the appointment for the interview and biometrics.

Prepare a change-of-status application if eligible in Mexico.
For the four-year temporary residence route, the INM asks for your valid temporary resident card and an explicit request under that route, in the application comments or a signed declaration. Read «VII. Cambio DE RESIDENTE TEMPORAL A RESIDENTE PERMANENTE» (Change from temporary to permanent resident) for the full list. If applying through family, use the separate family section and its relationship documents instead.

Complete the procedure for your route.
For a change of status in Mexico, follow the INM document and payment requirements and attend in person for photograph, signature and fingerprints. For a consular visa, first enter Mexico with that visa, then follow the canje step below. The consular visa does not guarantee admission.

Complete canje if you entered with a residence visa.
After entering Mexico with your residence visa, submit the card exchange application to the INM office for your address within 30 calendar days of entry. This is called «canje» (exchange). On the linked page, read «II. Expedición de Documento Migratorio por CANJE» (Issue of an immigration document by exchange). Complete, print and sign the application. Follow the INM requirements for documents, payment and the basic form.

Requirements
- Consular retirement route: your consulate’s visa application, passport, photograph, lawful-stay evidence and financial-solvency documents.
- Change from temporary to permanent: signed application, passport or accepted identity document, valid temporary resident card, proof of the applicable basis and required payments.
- Family route: the relationship documents and identification specified by the INM for your exact family connection.
- For INM canje: completed, printed and signed immigration application.
- For INM canje: valid passport, Mexican residence visa and valid FMM documented for exchange; the INM page requests originals and copies.
- For INM canje: proof of payment and the basic form, completed electronically in person at the office handling the application.
Frequently asked questions
Must everyone first spend four years as a temporary resident?
No. That is one route. The consular retirement route and qualifying family routes have their own requirements. The INM also lists a solvency-based change for qualifying pensioners or retirees who already hold temporary residence.
Does marriage to a Mexican give me permanent residence immediately?
Marriage alone is not an automatic grant. The INM lists a temporary residence route for spouses. For someone who obtained temporary residence through marriage or a qualifying partnership with a Mexican or permanent resident, its permanent family route requires evidence that the relationship continued during the previous two years.
Can I count student residence under the four-year route?
The INM’s temporary-to-permanent section says temporary student residents cannot change through that route. Its separate family section includes qualifying temporary student residents; check the route that actually fits your case.
When must I exchange a consular permanent residence visa?
Submit the INM canje application within 30 calendar days after entering Mexico. This deadline applies to entry with a residence visa, not to a change-of-status application by someone already resident in Mexico.
