Retiring in Mexico: how to apply for residency
A pensioner can apply for Mexican residence using the applicable financial-solvency route. For a new application from abroad, obtain the consular residence visa first, then apply for the residence card at the INM within 30 calendar days of entering Mexico.

Compare the temporary and permanent residence routes.
The San Diego consulate publishes a permanent residence checklist for retirement or pension and a temporary residence checklist that also accepts pension income. Read «Requisitos» (Requirements) in the permanent checklist below. Confirm with the consulate where you will apply which route and evidence fit your circumstances.

Collect the financial evidence for that route.
In its permanent retirement checklist, San Diego lists savings or investment statements covering the previous twelve months, or pension evidence covering the previous six months. It requires bank statements to be originals with an official bank stamp or bank letter, your full name and address. Use your chosen consulate’s current requirements and threshold; do not calculate eligibility from a general online estimate.

Prepare the visa file and attend your appointment.
San Diego also lists a completed visa application, a valid passport and specified copies, proof of lawful stay in the United States, and a recent passport-size photograph. Follow your chosen consulate’s appointment instructions. At San Diego, the procedure includes an interview and biometrics. Approval is not guaranteed; the consulate recommends waiting for the visa before buying flights.

Check the INM route if you already live in Mexico.
If you already hold temporary residence, the INM lists a change to permanent residence for qualifying pensioners or retirees who provide the required financial evidence. It also has a four-year temporary residence route. Tourist status alone does not allow an in-country change on the basis of pension income; family and humanitarian exceptions have separate requirements.

Apply for your residence card within 30 calendar days.
After entering Mexico with your residence visa, submit the card exchange application to the INM office for your address within 30 calendar days of entry. This is called «canje» (exchange). Follow the INM requirements for documents, payment and the basic form.

Requirements
- For a consular application: the passport, application, photograph, lawful-stay evidence and financial documents specified by the consulate where you apply.
- San Diego’s 2026 permanent retirement checklist: twelve months of savings or investment statements, or six months of pension evidence, meeting that consulate’s criteria.
- For an in-country change as a retired temporary resident: the valid temporary resident card and the INM’s documents and financial evidence for that route.
- For INM canje: completed, printed and signed immigration application.
- For INM canje: valid passport, Mexican residence visa and valid FMM documented for exchange; the INM page requests originals and copies.
- For INM canje: proof of payment and the basic form, completed electronically in person at the office handling the application.
Frequently asked questions
Is permanent residence the only route for a pensioner?
No. The cited temporary residence checklist also accepts pension income as financial evidence. The permanent retirement route has its own criteria. Ask the consulate to assess the route that matches your documents.
Is there one minimum pension amount for everyone?
Use the current amount and documentary rules published by the consulate where you will apply. This guide does not turn a consulate’s local-currency figures into a nationwide threshold.
Can I arrive as a tourist and apply using my pension?
Pension income alone does not create an exception to the restriction on changing visitor status inside Mexico. Apply through a consulate abroad unless you qualify for a specific INM route, such as a family-based change.
